Eureka’s NSWGR CHG Guards Van is part of the “N606 TrainPak”. These 4-wheel vans were built for non-air coal use.
These really were “brake vans” back then, as the guard (conductor) had to use the handbrake to assist braking
non-air-brake coal trains.
